Because my understanding is that the PS2, like most consoles, has DRM to prevent copied games from running. There actually is a way you can run unofficial burned discs on the PS2 by exploiting a bug in the built-in DVD player, but it's not something you can just do with a direct copy; you'd have to specially set it up to exploit that bug.
